About

The Implementation Working Group (IWG) on Batteries implements SET Plan Action 7, which aims to strengthen competitiveness in the global battery sector and e-mobility.

The IWG fosters research and innovation (R&I) cooperation and enhances knowledge sharing among SET Plan countries, maximising synergies across transnational, national and regional battery research and development programmes. Through collaborative R&I, it supports the energy and climate objectives of SET Plan countries, contributing to Europe's energy independence and technological sovereignty.

The IWG is developing its Common Implementation and Investment Plan (CIIP) in close collaboration with the European battery R&I ecosystem, comprising industry and research stakeholders, including BEPA, the EERA Joint Programme on Energy Storage, and the battery IPCEI.

Its activities are supported by the BATT-BRIDGE Coordination and Support Action, while building on successful previous initiatives such as Batteries Europe and Battery 2030+.

Targets and objectives

The IWG has defined a long-term vision to strengthen Europe's leadership across the battery value chain. Set out in the group's Thematic Vision, this common ambition aims to develop a fully integrated and circular European battery ecosystem across the entire value chain (from raw materials to manufacturing, applications and end-of-life management) in line with EU energy and climate objectives.

The vision is structured around three key milestones:

  • By 2030: Establish a strong industrial base by scaling manufacturing capacity (towards at least 750 GWh), improving cost competitiveness, deploying initial recycling capacity, and strengthening resilient supply chains.
  • By 2040: Achieve a resilient and circular value chain through industrial-scale recycling, reduced reliance on primary critical raw materials, and the commercialisation of next-generation battery technologies supported by digitalisation.
  • By 2050: Deliver technological sovereignty and climate-neutral battery production through a near closed-loop value chain fully integrated into a renewable and digitalised energy system.

The implementation of this long-term vision is supported by the Strategic Research and Innovation Agenda (SRIA), which identifies the research and innovation priorities needed to achieve these objectives.

Aligned with the group's Thematic Vision, the 2026 edition of the SRIA, to be published in October 2026, is the result of the collective efforts of hundreds of European battery experts from across the battery value chain, coordinated by BEPA. It also builds on the extensive work and recommendations developed through Batteries Europe and Battery 2030+ in previous years.
