Description
This report assesses the progress made by Member States in removing the regulatory and non-regulatory barriers referred to Article 19(1) of the Directive 2012/27/EU. Article 19(1) of the Energy Efficiency Directive (Directive 2012/27/EU) recognises the importance of addressing the barrier of split incentives in the building sector and requires Member States to evaluate and if necessary take appropriate measures to remove regulatory and non-regulatory barriers to energy efficiency, including legal, regulatory and administrative barriers in public purchasing and annual budgeting and accounting practices.
The assessment is carried out based on information identified in the National Energy Efficiency Action Plans (NEEAPs) submitted by Member States in 2014 and 2017 to comply with the reporting requirements stipulated in the Energy Efficiency Directive.
