About the SET Plan

Shaping the EU's energy and climate policy

The Strategic Energy Technology (SET) Plan is a platform designed to accelerate the development, manufacturing and market uptake of clean, resilient and competitive energy technologies in Europe. Its aim is to reinforce research and innovation in clean energy by aligning European and national agendas. 

Launched by the European Commission in 2007, the SET Plan is the first step towards a coordinated energy technology policy for Europe. Since 2015, it has been central to delivering the research, innovation and competitiveness pillar of the Energy Union. It is also shaping and increasingly guiding national energy research priorities, as reflected in the National Energy and Climate Plans (NECPs).  

As the main decision-making support tool for European energy policy, the SET Plan: 

  • maintains EU industrial leadership on low-carbon energy technologies
  • supports the transformation of energy systems to meet the EU’s 2030 and 2050 climate and energy targets
  • contributes to the global transition to a low-carbon economy by 2050. 

Key communications include the 2007 SET Plan establishment, the 2015 Integrated SET Plan Communication and the 2023 Revision Communication (COM 2023/634).  

The SET Plan has six priorities, each supported by contributions from different SET Plan technology areas, as illustrated in the figure below.  

In addition, some SET Plan guiding principles that influence the overall direction of the SET Plan include:

  • research and innovation
  • circular economy
  • competitiveness
  • security and resilience
  • digitalisation and AI
  • societal needs
  • skills.

In 2023, the European Commission adopted a Communication on the revision of the SET Plan to enhance the SET Plan’s support for the European Green Deal and the European Research Area.
