Offshore wind Implementation Working Group

The Offshore wind Implementation Working Group (IWG): 

• helps coordinate SET Plan countries’ research and innovation agendas for offshore wind  
• promotes increased collaboration between national research activities. 

The IWG Offshore wind is working actively with the SET Plan organisations for wind energy research and innovation – European Technology Innovation Platform (ETIP) Wind and European Energy Research Alliance (EERA) JP Wind.  

The Offshore wind IWG has set 4 targets for offshore wind in Europe by 2030: 

1. achieve 8.7 GW annual installed capacity by 2030  
2. achieve 21.4 GW annual installed grid capacity by 2030 
3. reach an average levelized cost of energy (LCOE) of between 35 and 45 €/MWh by 2030 for bottom-fixed offshore wind 
4. reach an average LCOE of between 62 and 106 €/MWh by 2030 for floating offshore wind. 

The cost target LCOE range reflects the effect of annual installed capacity and investments in research and innovation (R&I). Underperforming on annual installations will result in a higher LCOE.  

The Offshore wind IWG will work with national, industrial and academic stakeholders to foster R&I and improve its effectiveness in meeting the targets.

The IWG consists of representatives of the following countries and organisations: 

New SET Plan targets for offshore wind were agreed and published in November 2020.   

The Offshore wind IWG is contributing to the strategic research and innovation agenda of the clean energy transition partnership (CETP).
